This line here is about a town where they are too poor to have a daily newspaper so they have a singing newsboy. He goes door to door singing the news on people’s doorsteps. Eventually he gets fired by his boss Apu Blair.

His anger makes him want to licky boom boom the air. Which I believe is some sort of foreplay to anal rape.
